Pool Water Has Strong Odor To Vinyl..Milky Water

Pool liner is old and appears that the vinyl is sheding a milky color. Filtering and floculent agents don't seem to help.
My pool is well banced and sanitized.
My quetion is:
It is safe to swim under these conditions?

As vinyl pool liners get old they may tend to leak, tear easy, wrinkle and crack. In your question it says that the vinyl pool liner is old. If it's more than 7 - 10 years old, it might be time to replace it with a new one.
Concerning your milky cloudy pool water, first I would encourage you to get a Taylor Reagent FAS-DPD K-2006 pool water test kit. It's the best on the market and the one I use.

If your pool water is well balanced and everything is correct, but your liner is shedding a milky color, it's probably time to get a new one.
Many times with milky pool water the cyanuric (CYA) acid is too low. This is the stabilizer for your chlorine. Without CYA, your outdoor swimming pool may lose up to 40 - 50% of the pool chlorine within a few hours or days. This link will help you understand about the CYA:

The FAS-DPD has a great test for the CYA and it's very easy to do. You'll want to keep this reading between 20ppm - 40ppm.
Keep filtering, and I'm not aware of any health concerns you should have about having an older liner as long as the pool chlorine level is kept between 1.5ppm - 3.5ppm to kill any organic matter.
